Policy and capacity building Officer Police and Human Rights

We are looking for a Policy and capacity building Officer Police and Human Rights, for 32- 40 hours a week.

Where will you work?

Amnesty International works for human rights. These guarantee freedom, equality and justice. Amnesty conducts research, takes action and supports human rights defenders worldwide. The organization has more than 280,000 members and donors in The Netherlands. The office in Amsterdam employs 130 employees and 40 volunteers and interns. As Amnesty International, we strive to be a reflection of society.

The Police and Human Rights Programme (PHRP) aims to contribute in a constructive manner to ensure that law enforcement officials assume their responsibility in the respect for and protection of human rights. We provide training, guiding documents and advice to international Amnesty offices as well as the wider human rights community to support them in the promotion of human rights rules and standards in law enforcement.

The holder of the new position as a policy and capacity building officer will join the current PHRP team comprising of a senior officer, an officer and four part-time programme assistants (incl. 2 volunteers), all based in Amsterdam. The team is part of the Movement and capacity building department, including a national team (supporting the movement in the Netherlands) and an international team (supporting the movement worldwide).

In addition to the substantive work, we believe it is important that Amnesty is a place where everyone feels at home. That’s why we organize various social events, such as lunches, game nights, drinks and a summer party.

What will you be doing?

The policy and capacity building officer is expected to:

  • Develop and prepare training workshops (online and offline) and related training materials.
  • Conduct training activities.
  • Conduct research activities.
  • Contribute to the drafting of publications.
  • Monitor and evaluate progress and
  • Contribute to drafting internal programme plans and reports.
  • Follow and analyse developments in legislation, case law, policy and practices on policing and human rights.

Who are we looking for?

  • You have at least a university degree.
  • You demonstrate strong results orientation and the ability to achieve objectives effectively.
  • You possess excellent interpersonal and communication skills, enabling you to collaborate across diverse teams.
  • You have the ability to share knowledge clearly and facilitate learning for others.
  • You are skilled in providing guidance and support to colleagues in their work.
  • You can adapt and work effectively in multicultural and dynamic environments.
  • You have substantial legal understanding and analytical skills, confirmed through advanced legal studies (preferably with an international focus).
  • You bring at least four years of work experience in the field of civil and political rights, preferably related to human rights issues in law enforcement.
  • You have project management skills and experience.
  • You are familiar with the design and use of online event formats (this is an asset).
  • You have strong writing, research, and analytical skills.
  • You are fluent in English, Spanish, and French; command of Dutch is an asset.
  • You are creative, self-motivated, and capable of working independently in a dynamic field.
  • You are a strong team player.
  • You are willing and able to travel abroad.
  • You hold a residence and work permit for the Netherlands.

What do we offer?

  • A fixed-term contract for one year for 32-40 hours per week, with the intention of renewing it two times (total of 3 years).
  • A salary is a minimum of € 4.109 and a maximum of € 5.478 gross per month for a 40-hour work week. Adjusted on education, experience and competencies.
  • We offer 29 vacation days per annum based on fulltime employment.
